FIX: nullifies target message id when not readable (#24540)
This bug was very reproducible when your last read was a message you didn't read and an admin would delete it. When coming back to the channel you would get a not found, in this case we will now reset last read and present you the last message of the channel.

We could be more fancy and try to detect the next readable message but that would be more code and complexity for such a rare case.

FIX: prevents input to reset at wrong moment (#24536)
Before this fix we would reset the input two times:

- right before sending message
- and after it's been sent

The second one is actually not necessary, and more over with the server delay the user could have started typing a new message and that would clear it.

DEV: cooks messages synchronously (#24510)
Mentions and other post processing (like images) are still done asynchronously in the background. This should ensure reloading a channel while the message has not been processed yet doesn’t renders a blank message.

As a followup, we could probably simplify the staged message logic, given we have the new cooked on send.

FEATURE: implements drafts for threads (#24483)
This commit implements drafts for threads by adding a new `thread_id` column to `chat_drafts` table. This column is used to create draft keys on the frontend which are a compound key of the channel and the thread. If the draft is only for the channel, the key will be `c-${channelId}`, if for a thread: `c-${channelId}:t-${threadId}`.

This commit also moves the draft holder from the service to the channel or thread model. The current draft can now always be accessed by doing: `channel.draft` or `thread.draft`.

Other notable changes of this commit:
- moves ChatChannel to gjs
- moves ChatThread to gjs

UX: refactor .d-modal to use BEM and improve styling (#23967)
This PR refactors the following:
* leaving all the CSS applied to the old `modal-body` classes in their respective files
* made new clean styling for `.d-modal` and refactored the template to use the new BEM classes
  * `inner-`, `middle-`, `outer-` container classes are gone and replaced with simplified `wrapper` and `container` classes
  * use standardised max-sizes with modifiers `-large` and `-max`
  * lighter backdrop,
  * min-width to prevent puny modals
  * other styling changes regarding padding, close button,…
* pulled out all modal overrides into a general `modal-overrides` file + cleanup of outdated CSS
* pulled out login and create account modal styling into their own file, cause it's such a big override
* removed old general login.scss file for mobile & desktop
* only kept some remainders I don't want to touch in `app/assets/stylesheets/common/base/login.scss`

In the vast majority of cases, people want poll voters to be public. Previously, the checkbox for this was hidden behind the 'show advanced' settings in the poll builder UI.

2. Bring the 'public' switch outside the 'show advanced' section for improved visibility

3. Change the default to 'true'

FEATURE: introduces group channels (#24288)
Group channels will allow users to create channels with a name and invite people. It's possible to add people even after creation of the channel. Removing users is not yet possible but will be added in the near future.

Technically a group channel is `direct_message_channel` with a group attribute set to true on its direct message (chatable). This model might evolve in the future but offers much flexibility for now without having to rely on a complex migration.

The commit essentially consists of:
- a migration to set existing direct message channels with more than 2 users to a group
- a new message creator which allows to search, add members, and create groups
- a new `AddUsersToChannel` service
- a modified `SearchChatable` service

DEV: Ability to collect stats without exposing them via API (#23933)
This adds the ability to collect stats without exposing them
among other stats via API.

The most important thing I wanted to achieve is to provide
an API where stats are not exposed by default, and a developer
has to explicitly specify that they should be
exposed (`expose_via_api: true`). Implementing an opposite
solution would be simpler, but that's less safe in terms of
potential security issues.

When working on this, I had to refactor the current solution.
I would go even further with the refactoring, but the next steps
seem to be going too far in changing the solution we have,
and that would also take more time. Two things that can be
improved in the future:
1. Data structures for holding stats can be further improved
2. Core stats are hard-coded in the About template (it's hard
to fix it without correcting data structures first, see point 1):
    63a0700d45/app/views/about/index.html.erb (L61-L101)

The most significant refactorings are:
1. Introducing the `Stat` model
2. Aligning the way the core and the plugin stats' are registered

Martin Brennan 3c5fb871c0 SECURITY: Filter unread bookmark reminders the user cannot see
There is an edge case where the following occurs:

1. The user sets a bookmark reminder on a post/topic
2. The post/topic is changed to a PM before or after the reminder
   fires, and the notification remains unread by the user
3. The user opens their bookmark reminder notification list
   and they can still see the notification even though they cannot
   access the topic anymore

There is a very low chance for information leaking here, since
the only thing that could be exposed is the topic title if it
changes to something sensitive.

This commit filters the bookmark unread notifications by using
the bookmarkable can_see? methods and also prevents sending
reminder notifications for bookmarks the user can no longer see.

FIX: user got notified about a mention inside a chat message quote (#24229)
When quoting a chat message in a post, if that message contains a mention,
that mention should be ignored. But we've been detecting them and sending
notifications to users. This PR fixes the problem. Since this fix is for
the chat plugin, I had to introduce a new API for plugins:

    # We strip posts before detecting mentions, oneboxes, attachments etc.
    # We strip those elements that shouldn't be detected. For example,
    # a mention inside a quote should be ignored, so we strip it off.
    # Using this API plugins can register their own post strippers.
    def register_post_stripper(&block)

FIX: correctly handle subscriptions (#24270)
Subscriptions manager have been a pain since the beginning, one of the problem is that thread and channels behave mostly the same but with various small difference which I expect to increase over time.

Trying to use subclasses for this case has proven to be a mistake, this commit now uses a class for each case (channel, thread) which for now contains a lot of duplication, which might be reduced in the future but has the merit to make reasoning about each case very simple.

This refactor is fixing a bug introduced in 90efdd7f9d which was causing the wrong channel to be unsubscribed, this shouldn't be possible anymore. We had tests for this which were disabled due to flakeyness, I will consider re-enabling them in the future.

Other notes:
- notices had been added to the subscriptions manager service, they have been moved into their own dedicated service: `ChatChannelNoticesManager`
- the `(each model)` trick used in `<ChatChannel />` since 90efdd7f9d to ensure atomicity has been applied to `<ChatThread />` too

DEV: remove markdown-it-bundle and custom build code (#23859)
With Embroider, we can rely on async `import()` to do the splitting
for us.

This commit extracts from `pretty-text` all the parts that are
meant to be loaded async into a new `discourse-markdown-it` package
that is also a V2 addon (meaning that all files are presumed unused
until they are imported, aka "static").

Mostly I tried to keep the very discourse specific stuff (accessing
site settings and loading plugin features) inside discourse proper,
while the new package aims to have some resembalance of a general
purpose library, a MarkdownIt++ if you will. It is far from perfect
because of how all the "options" stuff work but I think it's a good
start for more refactorings (clearing up the interfaces) to happen
later.

With this, pretty-text and app/lib/text are mostly a kitchen sink
of loosely related text processing utilities.

After the refactor, a lot more code related to setting up the
engine are now loaded lazily, which should be a pretty nice win. I
also noticed that we are currently pulling in the `xss` library at
initial load to power the "sanitize" stuff, but I suspect with a
similar refactoring effort those usages can be removed too. (See
also #23790).

This PR does not attempt to fix the sanitize issue, but I think it
sets things up on the right trajectory for that to happen later.

PERF: cook message in background (#24227)
This commit starts from a simple observation: cooking messages on the hot path can be slow. Especially with a lot of mentions.

To move cooking from the hot path, this commit has made the following changes:

- updating cooked, inserting mentions and notifying user of new mentions has been moved inside the `process_message` job. It happens right after the `Chat::MessageProcessor` run, which is where the cooking happens.
- the similar existing code in `rebake!` has also been moved to rely on the `process_message`job only
- refactored `create_mentions` and `update_mentions` into one single `upsert_mentions` which can be called invariably
- allows services to decide if their job is ran inline or later. It avoids to need to know you have to use `Jobs.run_immediately!` in this case, in tests it will be inline per default
- made various frontend changes to make the chat-channel component lifecycle clearer. we had to handle `did-update @channel` which was super awkward and creating bugs with listeners which the changes of the PR made clear in failing specs
- adds a new `-processed` (and `-not-processed`) class on the chat message, this is made to have a good lifecyle hook in system specs

FIX: add dominant color attribute to chat image uploads (#24214)
When uploading images, they are assigned a dominant color which gets used in various places, such as Discourse Hub and the new lightbox. Previously in chat we didn't assign this attribute, so it was defaulting to a null value. We did however use it as an inline CSS style for the image background (which is visible while the image is downloaded).

This change adds data-dominant-color to the uploaded image in chat and uses it correctly within lightbox.

FIX: Further optimize mentioning groups in chat messages (part 2) (#24185)
This is a follow-up to e6299a3. I additionally fixed these three things:

1. Since e6299a3 there's no need anymore to join the group_users table
when looking for users who were reached by a group mention, so
I removed that join in that commit. But turned out we were joining
the group_users table twice, so I removed the second join in this PR.
That drastically speeded up my test query, from 6 sec to 0.26 sec.
2. We also were joining twice the user_chat_channel_memebership table,
so I removed the second unnecessary join too.
3. We actually need to join the user_chat_channel_memebership table
only in certain cases, and we don't need to do that for group mentions,
so I fixed that too.

As a result of these changes, time of my test query fall down from
6 sec to 0.001 sec. And the resulting SQL query now contains only
one JOIN statement.

FIX: Further optimize mentioning groups in chat messages (#24122)
A follow-up to faac6773. This PR eliminates one more heavy join by forcing
Active Record to do two queries instead.

Also, along the way, I made this change:
```
# this generates two quries to the groups table
def groups_to_mention
  @groups_to_mention = mentionable_groups - groups_with_too_many_members
end
# so I changed it to (this makes only one query to the groups table):
def groups_to_mention
  @groups_to_mention ||= mentionable_groups.where("user_count <= ?", SiteSetting.max_users_notified_per_group_mention)
end
```
This one is kind of a premature optimization, because we don't have evidence that
this extra query is a problem, but it seems cleaner this way.

Commits history on this PR may help better understand the change.

No plugins or themes rely on anonymous_posting_min_trust_level so we

to set the current user's groups where JS tests call for checking these groups
against site settings.

Finally a AtLeastOneGroupValidator validator is added for group_list site
settings which ensures that at least one group is always selected, since if
you want to allow all users to use a feature in this way you can just use
the everyone group.

DEV: Add new experimental admin UI route and sidebar (#23952)
This commit adds a new admin UI under the route `/admin-revamp`, which is
only accessible if the user is in a group defined by the new `enable_experimental_admin_ui_groups` site setting. It
also adds a special `admin` sidebar panel that is shown instead of the `main`
forum one when the admin is in this area.

![image](https://github.com/discourse/discourse/assets/920448/fa0f25e1-e178-4d94-aa5f-472fd3efd787)

We also add an "Admin Revamp" sidebar link to the community section, which
will only appear if the user is in the setting group:

![image](https://github.com/discourse/discourse/assets/920448/ec05ca8b-5a54-442b-ba89-6af35695c104)

Within this there are subroutes defined like `/admin-revamp/config/:area`,
these areas could contain any UI imaginable, this is just laying down an
initial idea of the structure and how the sidebar will work. Sidebar links are
currently hardcoded.

Some other changes:

* Changed the `main` and `chat` panels sidebar panel keys to use exported const values for reuse
* Allowed custom sidebar sections to hide their headers with the `hideSectionHeader` option
* Add a `groupSettingArray` setting on `this.siteSettings` in JS, which accepts a group site setting name
  and splits it by `|` then converts the items in the array to integers, similar to the `_map` magic for ruby
  group site settings
* Adds a `hidden` option for sidebar panels which prevents them from showing in separated mode and prevents
  the switch button from being shown

DEV: Start renaming cookAsync() function to cook() (#23462)
Some time ago, we introduced the `cookAsync` instead of the existing
`cook` function, and planned to migrate everything to it. Then after
migrating, we wanted to raname the function to simply `cook`.

I've checked Core and plugins, and currently we call `cookAsync` everywhere,
there are no calls to the `cook` function anymore. So we're good
to proceed with this refactoring.

This PR makes the first step by making current cookAsync and cook functions
do the same thing. Effectively now the `cook` function becomes an alias
for the `cookAsync` function.

Back in May 17 2023 along with the release of Discourse 3.1, we announced

on meta: https://meta.discourse.org/t/removing-the-legacy-hamburger-navigation-menu-option/265274

DEV: Improve `addToolbarPopupMenuOptionsCallback` plugin api (#23769)
Why this change?

Previously just using the `addToolbarPopupMenuOptionsCallback` plugin
API itself was insufficient because it required the return object to
include an `action` key which only accepted a name of the action
function as a string. This was highly problematic because the action
function had to be defined on the `composer` service which means using
the `modifyClass` API to add the action function. This made the API
awkward to use leading to poor developer experiencec.

What does this change do?

This commit introduces a couple of improvemnts to the API.

1. First the API has been renamed to `addComposerToolbarPopupMenuOption` because
   the API no longer accepts a callback function which was quite
   redundant. Instead, it now accepts an Object. The
   `addToolbarPopupMenuOptionsCallback` API function is deprecated and
   will be dropped in Discourse 3.3. Note that passing the API a
   function is still supported but will be dropped when the `addToolbarPopupMenuOptionsCallback`
   is removed.

2. The `action` key in the Object passed to the function can now be a
   function and is passed the `toolbarEvent` object when called.

3. The `condition` on key in the Object passed to the function can now be a
   function and is passed the `composer` service when called.

DEV: Revert hide_plugin for chat (#23792)
Partial revert of 97a812f022.
Calling hide_plugin also hides the Chat tab in the plugins
section of admin, which is a way plugins can add an advanced
UI (in the case of chat Export and Webhooks).

Until we decide what to do in this case, it's better to revert,
since all this will do is make the discourse-chat plugin show
up again in the plugin list and restore the missing tab.

FIX: long press chat message test failure (#23791)
This commit brings two fixes.

- increase the delay to trigger the action menu

- check of user activation before using vibrate:

https://developer.mozilla.org/en-US/docs/Glossary/Sticky_activation
https://developer.mozilla.org/en-US/docs/Web/Security/User_activation
https://developer.mozilla.org/en-US/docs/Web/API/UserActivation/hasBeenActive

> Sticky activation is a window state that indicates a user has pressed a button, moved a mouse, used a menu, or performed some other user interaction. It is not reset after it has been set initially (unlike transient activation).
> APIs that require sticky activation (not exhaustive):
> - Navigator.vibrate()
> - VirtualKeyboard.show()
> - Autoplay of Media and Web Audio APIs (in particular for AudioContexts).

Before this fix, we could end up with this error in the console in tests:

> Blocked call to navigator.vibrate because user hasn't tapped on the frame or any embedded

FIX: correctly sort channels with null last message (#23672)
As per 92839dc722 lastMessage won't be null when a message is deleted. This would cause sorting issues when messages from a direct message channels are deleted as we would try to sort on last message and thought it would exist when actually it would be a null message.

I might rethink this design to not return any last_message in this case soon as checking on ID feels dirty and prone to error, so only fixing the issue for now.

This commit is also using `@cached` to avoid replaying the sort logic on each access.

DEV: FloatKit (#23650)
This PR introduces three new concepts to Discourse codebase through an addon called "FloatKit":

- menu
- tooltip
- toast

## Tooltips
### Component

Simple cases can be express with an API similar to DButton:

```hbs
<DTooltip
  @Label={{i18n "foo.bar"}}
  @ICON="check"
  @content="Something"
/>
```

More complex cases can use blocks:

```hbs
<DTooltip>
  <:trigger>
   {{d-icon "check"}}
   <span>{{i18n "foo.bar"}}</span>
  </:trigger>
  <:content>
   Something
  </:content>
</DTooltip>
```

### Service

You can manually show a tooltip using the `tooltip` service:

```javascript
const tooltipInstance = await this.tooltip.show(
  document.querySelector(".my-span"),
  options
)
// and later manual close or destroy it
tooltipInstance.close();
tooltipInstance.destroy();
// you can also just close any open tooltip through the service
this.tooltip.close();
```

The service also allows you to register event listeners on a trigger, it removes the need for you to manage open/close of a tooltip started through the service:

```javascript
const tooltipInstance = this.tooltip.register(
  document.querySelector(".my-span"),
  options
)
// when done you can destroy the instance to remove the listeners
tooltipInstance.destroy();
```

Note that the service also allows you to use a custom component as content which will receive `@data` and `@close` as args:

```javascript
const tooltipInstance = await this.tooltip.show(
  document.querySelector(".my-span"),
  {
    component: MyComponent,
    data: { foo: 1 }
  }
)
```

## Menus

Menus are very similar to tooltips and provide the same kind of APIs:

### Component

```hbs
<DMenu @ICON="plus" @Label={{i18n "foo.bar"}}>
  <ul>
    <li>Foo</li>
    <li>Bat</li>
    <li>Baz</li>
  </ul>
</DMenu>
```

They also support blocks:

```hbs
<DMenu>
  <:trigger>
    {{d-icon "plus"}}
    <span>{{i18n "foo.bar"}}</span>
  </:trigger>
  <:content>
    <ul>
      <li>Foo</li>
      <li>Bat</li>
      <li>Baz</li>
    </ul>
  </:content>
</DMenu>
```

### Service

You can manually show a menu using the `menu` service:

```javascript
const menuInstance = await this.menu.show(
  document.querySelector(".my-span"),
  options
)
// and later manual close or destroy it
menuInstance.close();
menuInstance.destroy();
// you can also just close any open tooltip through the service
this.menu.close();
```

The service also allows you to register event listeners on a trigger, it removes the need for you to manage open/close of a tooltip started through the service:

```javascript
const menuInstance = this.menu.register(
   document.querySelector(".my-span"),
   options
)
// when done you can destroy the instance to remove the listeners
menuInstance.destroy();
```

Note that the service also allows you to use a custom component as content which will receive `@data` and `@close` as args:

```javascript
const menuInstance = await this.menu.show(
  document.querySelector(".my-span"),
  {
    component: MyComponent,
    data: { foo: 1 }
  }
)
```

## Toasts

Interacting with toasts is made only through the `toasts` service.

A default component is provided (DDefaultToast) and can be used through dedicated service methods:

- this.toasts.success({ ... });
- this.toasts.warning({ ... });
- this.toasts.info({ ... });
- this.toasts.error({ ... });
- this.toasts.default({ ... });

```javascript
this.toasts.success({
  data: {
    title: "Foo",
    message: "Bar",
    actions: [
      {
        label: "Ok",
        class: "btn-primary",
        action: (componentArgs) => {
          // eslint-disable-next-line no-alert
          alert("Closing toast:" + componentArgs.data.title);
          componentArgs.close();
        },
      }
    ]
  },
});
```

You can also provide your own component:

```javascript
this.toasts.show(MyComponent, {
  autoClose: false,
  class: "foo",
  data: { baz: 1 },
})
```

Why this change?

Before this change, we were doing a partial match when checking for
existence. This is a source of flaky tests because a chat message with
text `this is a message` will match any substring like `message` or `a`.

What does this change do?

This change removes the partial match and instead opts for the
`exact_text` option instead.

FIX: ensures an empty last message won't cause errors (#23647)
This would cause an error when deleting the original message of a thread, due to the non existing `last_message`. This fix is implemented using the null pattern.

Note this commit is also using this opportunity to unify naming of null objects, `Chat::DeletedUser` becomes `Chat::NullUser`, it feels better to have a name describing what is the object, instead of a name describing why this object has to be used, which can change depending on cases.

DEV: removes the notion of staged thread (#23612)
While very fast and powerful staged threads forces a lot of gymnastic and edge cases. This patch adds a new service `Chat::CreateThread` and uses it to create a thread unconditionally when a user replies to a message in a threading enabled channel. If the user actually doesn’t send a message we will have a thread with no messages which has no important impact and could even be periodically cleaned if necessary.

Note that this commit also moves message actions to .gjs as it was the original goal of this PR to correctly check for staged thread to show the menu or not.

FEATURE: Add chat message notifications for personal chats (#23307)
This feature adds notifications for chat messages that are sent within personal chats (1:1 and personal group chats).

To prevent notification spam we make use of consolidated notifications to combine updated message information in a meaningful way that allows the receiver to quickly jump into the chat to see what they missed.

This update respects muted channels, muted and blocked users. It will only create a new notification when the user has not muted the channel and the notified user is not muting or ignoring the message sender.

DEV: Raise an error in test env when I18n interpolate argument is missing (#23527)
Why this change?

We have been bitten by bugs where tests are not catching missing
interpolate argument in our client side code because the JavaScript
tests are also using `I18n.translate` to assert that the right message
is shown. Before this change, `I18n.interpolate` will just replace the
missing interpolation argument in the final translation with some
placeholder. As a result, we ended up comparing a broken translation
with another broken translation in the test environment.

Why does this change do?

This change introduces the `I18n.testing` property which when set to
`true` will cause `I18n.translate` to throw an error when an interpolate
argument is missing. With this commit, we also set `I18n.testing = true`
when running qunit acceptance test.

Interacting with toasts is made only through the `toasts` service.

A default component is provided (DDefaultToast) and can be used through dedicated service methods:

- this.toasts.success({ ... });
- this.toasts.warning({ ... });
- this.toasts.info({ ... });
- this.toasts.error({ ... });
- this.toasts.default({ ... });

```javascript
this.toasts.success({
  data: {
    title: "Foo",
    message: "Bar",
    actions: [
      {
        label: "Ok",
        class: "btn-primary",
        action: (componentArgs) => {
          // eslint-disable-next-line no-alert
          alert("Closing toast:" + componentArgs.data.title);
          componentArgs.close();
        },
      }
    ]
  },
});
```

You can also provide your own component:

```javascript
this.toasts.show(MyComponent, {
  autoClose: false,
  class: "foo",
  data: { baz: 1 },
})
```

FIX: Do not consider code-blocks when parsing mentions (#23280)
We have the max_mentions_per_chat_message site settings; when a user tries
to mention more users than allowed, no one gets mentioned.

Chat messages may contain code-blocks with strings that look like mentions:

  def foo

  end

The problem is that the parsing code considers these as real mentions and counts
them when checking the limit. This commit fixes the problem.

It is hard to catch and debug potential bugs related to live updates of user status
(though, we haven't seen many such bugs so far). We have a `console.warn`

Recently, we noticed that this warning gets printed when a user had a chat with
a user that was then deleted.

This is not a bug, since there is nothing to track for a deleted user, but we don't
want this noise on the console. This PR makes sure we don't print a warning in
such cases.

DEV: Use Notice API for mention warnings (#23238)
This PR swaps out the custom pathway to publishing and rendering mention warnings after a message is sent.

ChatPublisher#publish_notice is used, and expanded. Now, instead of only accepting text_content as an argument, component and component_args are accepted and there is a renderer for these components.

Translations moved to server, as notices expect text to be passed in unless a component is rendered

The warnings are rendered at the top now, outside of the scope of the single message that sent it.

I entirely removed the jit_messages_spec b/c it's duplicate testing of other parts of the app. IMO we don't need a backend test for a feature, a component test for the feature AND a system test (that is slow and potentially even flakey due to timing issues with wait) to test the same thing. So jit_messages_spec is gone.

Loïc Guitaut e1ae32103d DEV: Refactor chat specs related to message creation
This is extracted from #22390.

This patch aims to ease the transition to the new message creation
service. (in progress in #22390) Indeed, the new service patch is
breaking some specs from `discourse-ai` and `discourse-templates`
because these plugins are using either `Chat::MessageCreator` or the
`chat_message` fabricator.

This patch addresses theses issues by normalizing how we create a chat
message in specs. To do so, the preferred way is to use
`Fabricate(:chat_message)` with a new `:use_service` option allowing to
call the service under the hood. While this patch will obviously call
`Chat::MessageCreator`, the new service patch will now be able to simply
change the call to `Chat::CreateMessage` without breaking any specs from
other plugins.

Another thing this patch does is to not create chat messages using the
service for specs that aren’t system ones, thus speeding the execution
time a bit in the process.

FIX: ensures we update cached model last message bus id (#23271)
Channels and threads are cached as much as possible, as a result the `last_message_bus_id` can become stalled.

It was for example exhibited with the following actions:
- open a channel (A)
- send a message
- navigate to another channel (B)
- come back to channel (A), and you would actually get all the messages replayed since you opened (A) for the first time as the `last_message_bus_id` would only refresh on a full page reload

This was technically not causing known bugs ATM, but was probably the source of few hard to repro bugs and would for sure cause issues in the future.

FIX: hide tooltips when scrolling on mobile (#23098)
This fixes the problem reported in
https://meta.discourse.org/t/custom-status-message-in-front-of-by-header-on-scroll/273320.

This problem can be reproduced with any tooltip created using the DTooltip
component or the createDTooltip function.

The problem happens because the trigger for tooltip on mobile is click, and for tooltip
to disappear the user has to click outside the tooltip. This is the default behavior
of tippy.js – the library we use under the hood.

Note that this PR fixes the problem in topics, but not in chat. I'm going to investigate and
address it in chat in a following PR.

To fix it for tooltips created with the createDTooltip function, I had to make a refactoring.
We had a somewhat not ideal solution there, we were leaking an implementation detail
by passing tippy instances to calling sides, so they could then destroy them. With this fix,
I would have to make it more complex, because now we need to also remove onScrool
handlers, and I would need to leak this implementation detail too. So, I firstly refactored
the current solution in 5a4af05 and then added onScroll handlers in fb4aabe.

When refactoring this, I was running locally some temporarily skipped flaky tests. Turned out
they got a bit outdated, so I fixed them. Note that I'm not unskipping them in this commit,
we'll address them separately later.

FEATURE: Chat global mention warnings (pre-send & post-send) (#22764)
This is also fixes the issue of chat composer warnings persisting across channels. Currently if you try to mention more groups than is allowed for example, a mention warning pops up. When you change channels the mention warning will not disappear even if there is no text in the composer.

This adds a reset function to the chat-composer-warnings-tracker.js, which is called when the channel is changed and the message is empty. In the event that the message is not empty we call captureMentions to check the loaded drafts' mentions.

This PR would be nicer if the post-send notice used the new chat notices API to publish the mention warnings but we would have to change the existing ones and I thought that would be too much change for this PR. It'd be a good followup though.

FIX: correctly recognizes URL with subfolder (#23173)
Prior to this fix minimizing a full page chat on a subfolder install would cause the drawer to not show.

FIX: correctly handles mobile and default (#23152)
This commit ensures we have correct icon and title on mobile for the chat header icon.

It also fixes a bug where the site setting was not correctly used when the user has not yet set the user option.

Both cases are now correctly tested.

FIX: sets sidebar state on load (#23150)
This commit was incorrectly removed of https://github.com/discourse/discourse/pull/23078 and would set the state only on entering (or exiting) chat route. The tests were already present in the previous PR.

FIX: TopicSummarization workaround for Postgres' discrete range types (#23105)
Our code assumed the content_range interval was inclusive, but they are open-ended due to Postgres' [discrete range types](https://www.postgresql.org/docs/current/rangetypes.html#RANGETYPES-DISCRETE), meaning [1,2] will be represented as [1,3).

It also fixes some flaky tests due to test data not being correctly setup and the registry not being resetted after each test.

FIX: correctly deletes webhook_events with webhook (#23097)
Each time a message is created through a webhook, we create we webhook_event associated to this webhook.

When destroying a webhook, we were not destroying the webhook_events which was causing orphans records and more importantly errors in the app expecting to find and associated webhook.

DEV: fixes flakey spec from auto-join-channel-batch (#23044)
The specs were relying a lot on mock and stubs. I suspect that under certain circumstances it didn't play well with fabricators and we ended up with the stub of another spec causing this kind of error:

```
  1) Chat::AutoJoinChannelBatch.call when arguments are valid when channel is found when more than one membership is created publishes an event
     Failure/Error: subject(:result) { described_class.call(params) }
     Mocha::ExpectationError:
       unexpected invocation: Chat::Publisher.publish_new_channel(#<Chat::CategoryChannel:0x39b840>, #<User::ActiveRecord_Relation:0x39b868>)
       unsatisfied expectations:
       - expected exactly once, invoked never: Chat::Publisher.publish_new_channel(#<Chat::CategoryChannel:0x39b890>, [#<User:0x39b8b8>, #<User:0x39b8e0>])
       satisfied expectations:
       - allowed any number of times, invoked once: Chat::Action::CreateMembershipsForAutoJoin.call(has_entries({:channel => #<Chat::CategoryChannel:0x39b890>, :contract => instance_of(Chat::AutoJoinChannelBatch::Contract)}))
       - allowed any number of times, invoked never: Chat::ChannelMembershipManager.new(#<Chat::CategoryChannel:0x39b890>)
       - allowed any number of times, invoked never: #<Mock:0x39b930>.recalculate_user_count(any_parameters)
```

The spec is now simplified and shouldn't have this issue anymore.

FIX: ensures generic onebox has width/height for thumbnail (#23040)
Prior to this fix we would output an image with no width/height which would then bypass a large part of `CookedProcessorMixin` and have no aspect ratio. As a result, an image with no size would cause layout shift.

It also removes a fix for oneboxes in chat messages due to this case.
