Reorganized and refactored JettyHomeTester to introduce JPMSTester. ( #11228 )

* Renamed module "jetty-home-tester" to "jetty-testers".
* Moved JettyHomeTester to module jetty-testers.
* Introduced JPMSTester, refactoring common code with JettyHomeTester.
* Changed File-based APIs in favor of Path APIs.
* Introduced ProcessWrapper to simplify process forking.
* Refactored tests to follow refactoring changes.

Fixes #11259 - HTTP/2 connection not closed after idle timeout when TCP congested. ( #11267 )

Now upon the second idle timeout, the connection is forcibly closed.
Fixed also similar problem in HTTP/3.

Fixed concatenation of path and query for HTTP/2 and HTTP/3 when creating `MetaData.ConnectRequest` to "tunnel" the WebSocket upgrade.
