CLI: Remove cygwin support

Cygwin support has been removed from master, so we should be
consistent with x-plugins as well.

Watcher: Fix home path for croneval CLI tool

Drive-by fixes putting the $JAVA binary into quotes to support spaces, like
we do in other scripts as well.
