Nik Everett a378cc6866 Remove ImmutableMap#copyOf from core/src/main ...

Mostly favoring unmodifiableMap and making sure to only wrap maps that aren't
otherwise returned and so cannot be copied.

MapMaker#immutableMap has to go next.
