Update to the latest version of bazel.
`4.0.0` introduced a breaking change on unnecessary backslashes and these
instance are corrected in this change.

When using `platformBrowserDynamic().bootstrapModule()`, it is possible
to set `defaultEncapsulation` and `preserveWhitespaces` as default
configuration to influence how components are compiled. When compiling
components in JIT with Ivy, these options were not taken into account.
This commit publishes the options to be globally available, so that the
lazy compilation of JIT components has access to the configured
bootstrap options. Note that this approach does not allow changing the
options once they have been set, as Ivy's compilation model does not
allow for multiple compilations to exist at the same time.
For applications that bootstrap multiple modules, it is now required
to provide the exact same bootstrap options. An error is logged if
incompatible bootstrap options are provided, in which case the updated
options will be ignored.

Use angular_ivy_enabled to determine if Ivy is being used for the ivy_test_selector.ts symbols.
Additionally, remove the reflect_metadata genrules as we not longer have a "jit" compile option
so all possible invocations result in the same generated file. Instead we can just commit this
file.

It looks like there was a typo when it originally was
written. As it works right now, the `beforeEach` and
`afterEach` cancel each other out. But then
`ensureDocument()` is called anyway in the `withBody()`
function.
With this change there is no need to call `ensureDocument() in the
`withBody() function.

We have an issue where we would like to be able to test perf counter metrics in acceptance tests, but we are unable to do so, because it will break when those same tests are run with ViewEngine. This PR adds a testing utility to `onlyInIvy` that allows for testing of performance counters, and even gives readable errors for what value on `ngDevMode` is incorrect. Has typings for decent autocompletion as well.

So far using runtime i18n with ivy meant that you needed to use Closure and `goog.getMsg` (or a polyfill). This PR changes the compiler to output both closure & non-closure code, while the unused option will be tree-shaken by minifiers.
This means that if you use the Angular CLI with ivy and load a translations file, you can use i18n and the application will not throw at runtime.
For now it will not translate your application, but at least you can try ivy without having to remove all of your i18n code and configuration.

Previous to this change, there was a lot of noise when
trying to find tests in FIND_PASSING_TESTS mode because
tests marked "onlyInIvy" were also listed as "already
passing". Since these tests are not "fixmes" that need
to be enabled, it is not useful to have them listed.
This commit removes "onlyInIvy" tests from consideration
when running in this manual mode. The tests should still
run on CI by default (since FIND_PASSING_TESTS mode will
be false).

Having real functions allows me to bypass individual checks, ex.:

This is useful for situation where I want to see if previously disabled tests
were fixed (ex. some PRs merged). In this case I don't want to run tests that
I know are not passing (obsolete / modified).
