Alan Agius 844208f463 ci: temporary disable components-repo-unit-tests (#37129)
'components-repo-unit-tests'  CI job has been temporary disabled until the Components team support building and testing their repo with TypeScript 3.9. The TS 3.9 update is being done in https://github.com/angular/components/pull/19336. Once this gets merged we should re-enable this CI job.

Paul Gschwendtner f930e75a80 ci: update components-repo-unit-tests job commit (#36921)
Updates the `components-repo-unit-tests` job to
d3a9ac67d2.

We need to update since we added a new diagnostic in ngtsc, and
the given commit in the components repo fixes failures caused by
the new diagnostic.

Note: This commit currently points to a PR as it's unlikely that
this fix lands soon, but we want to move forward. There is no
downside to doing that as the PR is based on top of the latest
components repo `master`.

George Kalpakas 1b2d6ea11b ci(docs-infra): remove redundant standalone ngcc run (#36145)
Previously, in the `test_aio` CI job, we ran ngcc before building the
app with `yarn build`. This was supposed to have the benefit of taking
advantage of the parallel capabilities of standalone ngcc (vs implicitly
running it via `ng build`).

It turns out that the work done by the standalone ngcc was thrown away
before the `ng build`, resulting in `ng build` having to run ngcc all
over again. This happened because the `yarn build` script (run after the
standalone ngcc step) also runs `yarn install`, which essentially cleans
up `node_modules/`, thus discarding all the work already done by ngcc.

Here is an [example CI job][1], where this can be seen in action:
One can see the "Compiling <some-package> : es2015 as esm2015" logs in
the `yarn --cwd aio ngcc --properties es2015` step (as the standalone
ngcc processes the various entry-points) and then see the same logs in
the `yarn --cwd aio build --progress=false` step (as ngcc has to process
the entry-points all over again).

This commit removes the redundant standalone ngcc run and lets the CLI
handle ngcc via `ng build`. It is possible to instrument the build
process in a way that we can run the standalone ngcc after
`yarn install` and thus take advantage of the performance gains in
parallel mode, but the latest version of the CLI can already run ngcc in
parallel mode as a pre-build step, so this is unnecessary.

Joey Perrott 4480ba3e29 ci: remove reliance on Github API for CI setup (#36500)
Previously our CI during the setup process has made requests
to the Github API to determine the target branch and shas.
With this change, this information is now determined via git
commands using pipeline parameters from CircleCI.

Joey Perrott f40d51733a fix(dev-infra): use commit message validation from @angular/dev-infra-private (#36172)
Prior to this change we manage a local version of commit message validation
in addition to the commit message validation tool contained in the ng-dev
tooling.  By adding the ability to validate a range of commit messages
together, the remaining piece of commit message validation that is in the
local version is replicated.

We use both commands provided by the `ng-dev commit-message` tooling:
- pre-commit-validate: Set to automatically run on an git hook to validate
    commits as they are created locally.
- validate-range: Run by CI for every PR, testing that all of the commits
    added by the PR are valid when considered together.  Ensuring that all
    fixups are matched to another commit in the change.

Joey Perrott 6402a9ae2a build: rebuild yarn lock from scratch (#36377)
Rebuild the yarn lock file from scratch to collapse instances where
one package is able to satisfy multiple dependencies.  Currently we
have some situations where we have multiple versions when one would
work.

Joey Perrott c5c57f6737 build: update to clang 1.4.0 and only run clang format on changed files (#36203)
Update to clang@1.4.0 to gain support for optional changing and nullish
coalescing.  Because this would trigger a change on >1800 files in the
repository, also changes our format enforcement to only be run against
changed files.  This will allow us to incramentally roll out the value
add of the upgraded clang format.

Joey Perrott d37dad82f1 build: ensure that refs and shas for PRs only need to be requested once (#36207)
This is done by requesting the refs and shas for the PR when the
env.sh script is run.  Additionally, the env.sh script is now setup
to write all of the environment variables created to a cache file
and subsequent loads of the environment load the values from there.

The get-refs-and-shas-for-target.js script now also first attempts
to load the refs and shas from an environment variable before
falling back to requesting from github via the API.

Paul Gschwendtner d2c60cc216 ci: cache downloaded bazel version in circleci (#36098)
Similarly to what is done in `angular/components`, we should
cache the downloaded Bazel version (from `bazelisk`).

This reduces the overhead of downloading Bazel, and also avoids
the dependency on the external download server. We should avoid
external server dependencies as much as possible (see how the yarn
registry was flaky in the past).

George Kalpakas 3e08347d8a ci(docs-infra): use the regular (non-Ivy) Angular packages in `test_docs_examples_ivy` CI job (#36015)
The docs examples tests are run both with Ivy turned off and on. When
Ivy is turned on, ngcc is used to convert all dependencies (including
the Angular framework packages to Ivy).

Previously, in order to speed things up, the `test_docs_examples_ivy` CI
job would use Angular packages built with Ivy (from
`dist/packages-dist-ivy-aot`). This however was a deviation from what
happens in real-world applications.

This commit changes the `test_docs_examples_ivy` CI job to always use
the regular Angular packages (as published on npm) and use ngcc to
convert them to Ivy.

Alex Eagle 46fe8fb8b4 build: depend on bazelisk rather than directly on Bazel (#36078)
This has a couple benefits:
- we now use a .bazelversion file rather than package.json to pin the version of bazel we want. This means even if you install bazel on your computer rather than via yarn, you'll still get a warning if your bazel version is wrong.
- you no longer end up downloading three copies of bazel due to bugs in both npm and yarn where they download all tarballs before checking the metadata to see which are usable on the local platform.
- bazelisk correctly handles the tools/bazel trick for wrapping functionality, which we want to use to instrument developer build latencies

The motivation for updating is that a lot of changes have been made, and
that a upcoming framework PR that fixes check no changes for OnPush
components exposed a test failure in `angular/components`.

George Kalpakas 82a6fc5ef9 build(docs-infra): use local version of Zone.js when testing against local packages (#35858)
In some cases, we want to test the AIO app or docs examples against the
locally built Angular packages (for example to ensure that the changes
in a commit do not introduce a breaking change). In order to achieve
this, we have the `ng-packages-installer` script that handles updating
a project's `package.json` file to use the locally built Angular
packages (and appropriate versions for their (dev-/peer-)dependencies).

Previously, `ng-packages-installer` would only consider the locally
built Angular packages (from `dist/packages-dist/`). However, given that
Zone.js is now part of the `angular/angular` repo, it makes sense to
also use the locally built Zone.js package (from `dist/zone.js-dist/`).
Otherwise, the tests might fail for commits that update both the Angular
packages (and related docs examples) and the Zone.js package. An example
of such a simultaneous change (that would have broken tests) is #33838.

This commit updates the script to install the locally built Zone.js
package (in addition to the Angular ones). The commit ensures that the
Zone.js package will always be available alongside the Angular packages
(i.e. that the Zone.js package will be built by the same script that
builds the Angular packages and that the `dist/zone.js-dist/` directory
will be cached on CI).

Note: This problem was discovered while enabling docs examples unit
tests in #34374.

George Kalpakas 3f88de9407 build: move build scripts to dedicated directory (#35780)
This commit moves the build-related scripts
(`build-ivy-npm-packages.js`, `build-packages-dist.js` and
`package-builder.js`) to a dedicated directory to keep the `scripts/`
directory cleaner.

It also moves the logic for building the `zone.js` package to a separate
script, `zone-js-builder.js`, to make it re-usable. A subsequent commit
will use it to build the `zone.js` package when building the Ivy Angular
packages as well.

Paul Gschwendtner 5615928df9 build: no longer run tslint from within gulp task (#35800)
Switches our tslint setup to the standard `tslint.json` linter excludes.
The set of files that need to be linted is specified through a Yarn script.

For IDEs, open files are linted with the closest tslint configuration, if the
tslint IDE extension is set up, and the source file is not excluded.

We cannot use the language service plugin for tslint as we have multiple nested
tsconfig files, and we don't want to add the plugin to each tsconfig. We
could reduce that bloat by just extending from a top-level tsconfig that
defines the language service plugin, but unfortunately the tslint plugin does
not allow the use of tslint configs which are not part of the tsconfig project.

This is problematic since the tslint configuration is at the project root, and we
don't want to copy tslint configurations next to each tsconfig file.

Additionally, linting of `d.ts` files has been re-enabled. This has been
disabled in the past and a TODO has been left. This commit fixes the
lint issues and re-enables linting.

Pete Bacon Darwin 5e38056459 ci: bump CircleCI cache version prefix (#35711)
The changes to yarn.lock for the `$localize` typings
support are not filtering through because the cache
contains nested packages that are causing compilation
errors.

This change will force the cache to invalidate and allows
us to have a clean node_modules folder.

Greg Magolan dde68ff954 build: add npm_integration_test && angular_integration_test (#33927)
* it's tricky to get out of the runfiles tree with `bazel test` as `BUILD_WORKSPACE_DIRECTORY` is not set but I employed a trick to read the `DO_NOT_BUILD_HERE` file that is one level up from `execroot` and that contains the workspace directory. This is experimental and if `bazel test //:test.debug` fails than `bazel run` is still guaranteed to work as  `BUILD_WORKSPACE_DIRECTORY` will be set in that context

* test //integration:bazel_test and //integration:bazel-schematics_test exclusively

* run "exclusive" and "manual" bazel-in-bazel integration tests in their own CI job as they take 8m+ to execute

* Skip all integration tests that are now handled by angular_integration_test except the tests that are tracked for payload size; these are:
- cli-hello-world*
- hello_world__closure

* add & pin @babel deps as newer versions of babel break //packages/localize/src/tools/test:test

@babel/core dep had to be pinned to 7.6.4 or else //packages/localize/src/tools/test:test failed. Also //packages/localize uses @babel/generator, @babel/template, @babel/traverse & @babel/types so these deps were added to package.json as they were not being hoisted anymore from @babel/core transitive.

NB: integration/hello_world__systemjs_umd test must run with systemjs 0.20.0
NB: systemjs must be at 0.18.10 for legacy saucelabs job to pass
NB: With Bazel 2.0, the glob for the files to test `"integration/bazel/**"` is empty if integation/bazel is in .bazelignore. This glob worked under these conditions with 1.1.0. I did not bother testing with 1.2.x as not having integration/bazel in .bazelignore is correct.

George Kalpakas 19396769e2 ci: get rid of the `CI_CHROMEDRIVER_VERSION_ARG` env var (#35381)
Previously, we needed to manually specify a ChromeDriver version to
download on CI that would be compatible with the browser version
provided by the docker image used to run the tests. This was kept in the
`CI_CHROMEDRIVER_VERSION_ARG` environment variable.

With recent commits, we use the browser provided by `puppeteer` and can
determine the correct ChromeDriver version programmatically. Therefore,
we no longer need the `CI_CHROMEDRIVER_VERSION_ARG` environment
variable.

NOTE:
There is still one place (the `bazel-schematics` integration project)
where a hard-coded ChromeDriver version is necessary. Since I am not
sure what is the best way to refactor the tests to not rely on a
hard-coded version, I left it as a TODO for a follow-up PR.

George Kalpakas bdfe71ae93 build(docs-infra): use `puppeteer` to get a browser for docs examples tests (#35381)
In #35049, integration and AIO tests were changed to use the browser
provided by `puppeteer` in tests. This commit switches the docs examples
tests to use the same setup.

IMPLEMENTATION NOTE:
The examples are used to create ZIP archives that docs users can
download to experiment with. Since we want the downloaded projects to
resemble an `@angular/cli` generated project, we do not want to affect
the project's Protractor configuration in order to use `puppeteer`.

To achieve this, a second Protractor configuration is created (which is
ignored when creating the ZIP archives) that extends the original one
and passes the approperiate arguments to use the browser provided by
`puppeteer`. This new configuration (`protractor-puppeteer.conf.js`) is
used when running the docs examples tests (on CI or locally during
development).

George Kalpakas ab8199f7c9 build: several minor fixes related to using `puppeteer` (#35381)
This is a follow-up to #35049 with a few minor fixes related to using
the browser provided by `puppeteer` to run tests. Included fixes:

- Make the `webdriver-manager-update.js` really portable. (Previously,
  it needed to be run from the directory that contained the
  `node_modules/` directory. Now, it can be executed from a subdirectory
  and will correctly resolve dependencies.)

- Use the `puppeteer`-based setup in AIO unit and e2e tests to ensure
  that the downloaded ChromeDriver version matches the browser version
  used in tests.

- Use the `puppeteer`-based setup in the `aio_monitoring_stable` CI job
  (as happens with `aio_monitoring_next`).

- Use the [recommended way][1] of getting the browser port when using
  `puppeteer` with `lighthouse` and avoid hard-coding the remote
  debugging port (to be able to handle multiple instances running
  concurrently).

Greg Magolan acfd0edd38 test: use puppeteer in integration tests and to download correct chromedriver (#35049)
This means integration tests no longer need to depend on a $CI_CHROMEDRIVER_VERSION_ARG environment variable to specify which chromedriver version to download to match the locally installed chrome. This was bad DX and not having it specified was not reliable as webdriver-manager would not always download the chromedriver version to work with the locally installed chrome.

webdriver-manager update --gecko=false --standalone=false $CI_CHROMEDRIVER_VERSION_ARG is now replaced with node webdriver-manager-update.js in the root package.json, which checks which version of chrome puppeteer has come bundled with & downloads informs webdriver-manager to download the corresponding chrome driver version.

Integration tests now use "webdriver-manager": "file:../../node_modules/webdriver-manager" so they don't have to waste time calling webdriver-manager update in postinstall

This should speed up each integration postinstall by a few seconds.

Further, integration test package.json files link puppeteer via file:../../node_modules/puppeteer which is the ideal situation as the puppeteer post-install won't download chrome if it is already downloaded. In CI, since node_modules is cached it should not need to download Chrome either unless the node_modules cache is busted.

NB: each version of puppeteer comes bundles with a specific version of chrome. Root package.json & yarn.lock currently pull down puppeteer 2.1.0 which comes with chrome 80. See https://github.com/puppeteer/puppeteer#q-which-chromium-version-does-puppeteer-use for more info.

Only two references to CI_CHROMEDRIVER_VERSION_ARG left in integration tests at integration/bazel-schematics/test.sh which I'm not entirely sure how to get rid of it

Use a lightweight puppeteer=>chrome version mapping instead of launching chrome and calling browser.version()

Launching puppeteer headless chrome and calling browser.version() was a heavy-handed approach to determine the Chrome version. A small and easy to update mappings file is a better solution and it means that the `yarn install` step does not require chrome shared libs available on the system for its postinstall step

Paul Gschwendtner 13be065ed9 ci: re-enable disabled components-repo-unit-tests job (#35123)
We temporarily disabled the components-repo-unit-tests job as part of
a ngcc PR: #35079. This was necessary because the components repository
used postinstall patches for `@angular/compiler-cli/ngcc`. Due to
changes in ngcc, these patches no longer worked and caused the
`components-repo-unit-tests` job to fail.

The postinstall patch has been removed in the components repo, so the
job can be re-enabled.

which fixes a Ngcc postinstall patch conflict that required us to

Paul Gschwendtner 363e1ab775 ci: ensure saucelabs browsers can load karma test page (#35171)
In the past we had connecitivity issues on Saucelabs. Browsers on
mobile devices were not able to properly resolve the `localhost`
hostname through the tunnel. This is because the device resolves
`localhost` or `127.0.0.1` to the actual Saucelabs device, while it
should resolve to the tunnel host machine (in our case the CircleCI VM).

In the past, we simply disabled the failing devices and re-enabled the
devices later. At this point, the Saucelabs team claimed that the
connecitivy/proxy issues were fixed.

Saucelabs seems to have a process for VMs which ensures that requests to
`localhost` / `127.0.0.1` are properly resolved through the tunnel. This
process is not very reliable and can cause tests to fail. Related issues have been
observed/mentioned in the Saucelabs support docs. e.g.

In order to ensure that requests are always resolved through the tunnel,
we add our own domain alias in the CircleCI's hosts file, and enforce that
it is always resolved through the tunnel (using the `--tunnel-domains` SC flag).
Saucelabs devices by default will never resolve this domain/hostname to the
actual local Saucelabs device.

George Kalpakas d43187f7ef ci(docs-infra): ignore node version in `aio_monitoring_stable` CI job (for real) (#35033)
In #35004, we started ignoring yarn's engines check for `yarn install`
in AIO's `test-production.sh` script to fix a failure in the
`aio_monitoring_stable` CI job. (See #35004 for details.)

It turns out that the version of yarn used on the stable branch (1.17.3)
`--ignore-engines` is needed on all yarn commands (including `yarn
run`). Thus, #35004 is not enough to fix the failures.

This commit turns of the engines check for the whole
`aio_monitoring_stable` CI job to fix the failure and make the job more
robust.
