FIX: Update sidebar to be navigation menu (#22101)
Communities can use sidebar or header dropdown, therefore navigation menu is a better name settings in 2 places:

- Old user sidebar preferences;
- Site setting about default tags and categories.

FEATURE: Create legal topics for set company name (#21620)
Legal topics, such as the Terms of Service and Privacy Policy topics
do not make sense if the entity creating the community is not a company.
These topics will be created and updated only when the company name is
present and deleted when it is not.

FIX: Remove obsolete references to lounge category (#21607)
### What is this change?

The lounge category was replaced with the general category in https://github.com/discourse/discourse/pull/18097.

However, there are still a few references to the lounge category in code. In particular, `Category#seeded?` is erroring out in production looking for `SiteSetting.lounge_category_id`.

SECURITY: Do not overwrite permissions on the General category (#21389)
Before this fix if you had modified the default general category
settings they would be reset back to the default after a deploy.

* FEATURE: Default Composer Category Site Setting

- Create the default_composer_category site setting
- Replace general_category_id logic for auto selecting the composer
  category
- Prevent Uncategorized from being selected if not allowed
- Add default_composer_category option to seeded categories
- Create a migration to populate the default_composer_category site
  setting if there is a general_category_id populated
- Added some tests

* Add missing translation for the new site setting

* fix some js tests

* Just check that the header value is null

If the site already has human users (users with an id > 0) don't seed
the categories.

DEV: Automatically require 'rails_helper' in all specs (#16077)
It's very easy to forget to add `require 'rails_helper'` at the top of every core/plugin spec file, and omissions can cause some very confusing/sporadic errors.

By setting this flag in `.rspec`, we can remove the need for `require 'rails_helper'` entirely.

DEV: Add rubocop-rspec (#9288)
This adds rubocop-rspec, and enables some cops that were either already passing or are passing now, after fixing them in this commit.

Some new cops are disabled for now, with annotation: "TODO" or "To be decided". Those either need to be discussed first, or require manual changes, or the number of found and fixed offenses is too large to bundle them up in a single PR.

Includes:

* DEV: Update rubocop's `TargetRubyVersion` to 2.6
* DEV: Enable RSpec/VoidExpect
* DEV: Enable RSpec/SharedContext
* DEV: Enable RSpec/EmptyExampleGroup (Removed an obsolete empty spec file)
* DEV: Enable RSpec/ItBehavesLike
* DEV: Remove RSpec/ScatteredLet (It's too strict, as it doesn't recognize fab! as a let-like)
* DEV: Remove RSpec/MultipleExpectations

Sam Saffron 4ea21fa2d0 DEV: use #frozen_string_literal: true on all spec
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.

Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction

Gerhard Schlager dc90133d29 FIX: Forcing permissions of seeded categories shouldn't fail
Less restrictive permissions of subcategories could make the seeding of categories fail.
