* DEV: Removal of create_post_for_category_and_tag_changes setting

reverting commit: #65f35e1
and adding a migration to remove the setting
ref: t/132320

* DEV: change checks for zeros to check for nils

* DEV: remove create_post_for_category_and_tag_changes migration file

If anything goes wrong, we can always revert back to the previous state.
