Data disk is an important feature for instances and images, this
patch implements the basic functionality of it. More work needs
to be done to make it friendly to users. Docs has pointed out
current limitation.
Also update dependencies because this feature requires new code in
tencentcloud go sdk.

website: Update middleman-hashicorp to 0.3.39, update Gemfile.lock

This commit fixes some dependencies with known issues. It DOES increase the
first build time by quite a bit because a few of the updated dependencies now
use native extensions, but once it's cached you should be good.
