Barry Warsaw 414241bf39 PEP 2 is moved to the Empty category and marked Deferred.
Other empty PEPs 210, 220 are also moved to the Deferred category
since they are effectively empty too.

PEPs 215 and 219 moved to the Py-in-the-sky category for lack of a
better idea.

Barry Warsaw 3e471ac10a fixfile(): Do the mailto: hacking on both the Author: and
Discussions-To: headers.  Also, apply SF patch #410223 by Andrew
Kuchling, which does the PEP# href wrapping for Replaces: and
Replaced-By: headers.

Barry Warsaw f18e64ab07 Some further clarifications:
- func.__dict__ starts out as None until the first attribute is
  assigned, at which time, it turns into a dictionary.

- del func.__dict__ sets it back to None

- It is legal to assign None to func.__dict__; this is equivalent to
  del func.__dict__

Slight rewording to clarify the BDFL's position on special syntax.
