All strings now have a first-take translation. Might have missed some due to the inconsistent use of double quotes, single quotes and no quotes (we're still good!).
I'm not entirely sure what happens when I apply edits to a still pending-for-pull patch; sorry if I goofed.

allow disabling of local logins. In the instance where an .edu is using cas they may not want a user to be able to log in once the users credentials have been revoked in the system that feeds the CAS authentication server. This is very optional

Support for a new site setting: `newuser_spam_host_threshold`. If a new user posts a link
...
to the same host enough tiles, they will not be able to post the same link again.
Additionally, the site will flag all their previous posts with links as spam and they will
be instantly hidden via the auto hide workflow.
